Spend according to the hardest object and tolerance in your normal workflow. Entry-level scanners suit learning and general capture. Small-part and reverse-engineering work justify more spending on optics, laser modes, tracking, computing hardware, and software.

Does a 3D scanner create editable CAD automatically?

Usually no. A scanner produces point-cloud or mesh geometry. Reverse engineering often requires additional cleanup, sections, primitive fitting, surface reconstruction, or parametric CAD rebuilding before the result behaves like an editable engineering model.
